Below is the Santa Ana Regional Board jurisdictional Stormwater Program Effectiveness Assessment (PEA) for the County of Orange/Orange County Flood Control District (County), for the 2017-18 reporting period (July 1, 2017 - June 30, 2018). This report documents the County's efforts to protect and improve surface water quality through the implementation of programs, activities, and structural controls which are designed to minimize pollutants in stormwater runoff. It was submitted to the Santa Ana Regional Water Quality Control Boards as well as the United States Environmental Protection Agency, Region IX, on November 15, 2018.
The County has adopted the California Stormwater Quality Association (CASQA) method of program effectiveness assessment which is based on the following six outcomes:
- Documenting Activities
- Raising Awareness
- Changing Behavior
- Reducing Loads from Sources
- Improving Runoff Quality
- Protecting Receiving Water Quality
The objective of the PEA is twofold:
- Documenting compliance with the requirements of the Santa Ana Regional separate storm sewer system (MS4) permit, which Orange County is subject to (issued by the Santa Ana Water Quality Control Board); and
- Demonstrate that the County is working effectively to achieve surface water quality protection and improvement.
